工作职责：
建立成本控制流程，指导费用工程师分解项目执行预算和费用追踪记录，协助生产运营部等各部门进行年度预算考核。
Establishing cost control process, directing cost engineers to break down project execution budget and cost tracking records and assisting OPS Department and other department to conduct annual budget assessment for the departments.
1、负责建立成本控制流程，对可能超出预算项进行预警，报告项目经理，提供决策支持。
Responsible for establishing cost control processes, providing early warning of potential over-budget items to project managers, and providing decision support.
2、审核和指导费用工程师分解项目执行预算和费用追踪记录，协助生产运营部对所管辖的部门进行年度预算考核。
Reviewing and directing cost engineers to break down project execution budgets and cost tracking records and assisting the Production Operations to conduct the annual budget review.
3、负责指导成本控制工程师提供材料和分包请购预算，分包报价表的编写，合同草稿费用条款的审核修改。
Responsible for directing cost control engineers to provide material and subcontract request budgets, preparing subcontract quotation, and reviewing and revision the cost clauses of draft contract.
4、负责指导成本控制工程师审核材料和分包付款，建立付款台账。
Responsible for directing cost control engineers to review material and subcontract payments and establish payment ledgers.
5、负责组织编写各类年度合同预算及超预算说明。
Responsible for the preparation of all kinds of annual contract budget and over-budget statement.
6、负责检查核对SAP系统承诺值及实际值的异常，并协调相关部门纠正解决。
Responsible for checking and verifying the promised value and actual value of the SAP system, and coordinating with relevant departments to correct the problems.
7、对组织架构下的费用工程师进行考核。
Responsible for the assessment of cost engineers.
8、完成上级交办的临时工作。
Other duties as assigned by superiors.

岗位要求：
1、大学本科
Bachelor degree
2、工科、经济或财务等相关领域，中级经济师或一级造价师
Engineering or Economic or Finance related fields, intermediate Economist Certificate or Cost Engineer Certificate
3、造价管理、工程管理、合同法等知识
Knowledge of Construction Cost Management, Engineering Management, Contract Law, etc.
4、有9年及以上海洋工程行业费用控制相关工作经验
At least 9-year cost control working experience in offshore engineering industry
5、熟悉海洋工程建造，具备较强的变更识别及编写能力，较强的变更成本核算能力；较强的组织协调、沟通能力；具有较强的英语听说读写能力；熟练使用Office等办公软件
Familiar with marine engineering construction, having strong ability of change identification and writing, and strong change costing ability; having strong skills of organizational coordination and communication; having strong English skills (including listening, speaking, reading, and writing); skilled in Office Software
